Saudi Arabia is preparing to implement the updated Non Saudi Real Estate Ownership Law at the beginning of 2026, introducing a comprehensive regulatory framework governing property ownership and the acquisition of real rights by non-Saudi individuals and entities. The system aligns with Saudi Vision 2030 and aims to enhance market efficiency, attract foreign investment, and ensure that real estate ownership remains consistent with the Kingdom’s economic, regulatory, and social priorities.

In remarks to Al Arabiya Business, Minister of Municipal and Rural Affairs and Housing Majid Al-Huqail confirmed that residential ownership for foreigners will be applied across Saudi cities, with regulated geographic scopes in Riyadh, Jeddah, Makkah, and Madinah. Ownership within these cities will be limited to approved zones, while expatriate residents with legal residency will be permitted to own one residential unit, subject to system controls. The minister also noted that ownership in the commercial, industrial, and agricultural sectors will be open to non-Saudis in all cities and governorates without exception.
The law allows non-Saudis to own property or acquire real rights within geographic scopes approved by a Council of Ministers resolution, based on recommendations from the General Real Estate Authority and approval by the Council of Economic and Development Affairs. These scopes define ownership percentages, permissible rights, and regulatory conditions. Companies established under Saudi law, including listed companies, investment funds, and special purpose entities, are granted broader ownership rights, while diplomatic missions and international organizations may own official premises subject to approval and reciprocity.

The Goals of Non Saudi Real Estate Ownership Law focus on regulating ownership in a transparent and structured manner, supporting economic growth, safeguarding national interests, and strengthening the competitiveness of Saudi Arabia’s real estate sector without granting privileges beyond statutory ownership rights.
To support implementation, the Saudi Properties portal has been designated as the official digital platform for the system, providing approved geographic zones, investment opportunities, and an integrated procedural journey for prospective owners. The executive regulations and detailed geographic maps are expected to be issued within 180 days of the law’s effective date, ahead of full enforcement in the first quarter of 2026.
