Yousef Al-Benyan (The Minister of Education), affirmed that the well planned strategies of the investment environment contributed to attract and bring foreign and international investment applications. 199 investment opportunities have been submitted and invested in the general or higher education sectors, highlighting the competitiveness of the Saudi market.
During the Investment in Education and Training Forum, Al-Banyan highlighted the ministry’s efforts to create an integrated and investor-friendly ecosystem. He explained that his approach is built on three key pillars:

- Regulatory enablers that provide operational autonomy and flexibility to support sustainable returns.
- Operational enablers focused on strengthening the education system’s digital infrastructure to enhance productivity and service delivery.
- Financial enablers through service-purchase models designed to expand private sector participation.
Al-Banyan also mentioned that the partnership of the public sector, the local and international private sector and the non-profit sector is really necessary to drive the education strategy to success.

Also, he pointed at the hard work that the ministry pays to establish a regulatory environment that pushes and attracts all of these sectors to participate in this strategy, through multiple pillars like:
- Enabling policies that support growth.
- Increased flexibility for foreign investment.
- Clear and consistent guidelines for investors.
- Transparent pathways for privatization.
In addition, Al-Banyan Said “At the Ministry of Education and across the education ecosystem in general, we seek to establish a sound regulatory and legislative environment. We also recognize that education is not merely about the expenditure, but investment in people. We all look forward to shaping the future for our sons and daughters to realize the aspirations of the leadership and families–so that the Saudi citizen is not only locally or regionally competitive, but internationally competitive as well”.
